The Supreme Court distinguished its earlier Rainbow Papers ruling and held that in liquidation, government and statutory dues fall under Section 53(1)(e) of the Insolvency and Bankruptcy Code, ranking below secured creditors and workmen's dues. It asked whether it needed registration and whether the rent was exempt because the tenant was the government. The Authority held that renting of commercial property by the Board to a government or a business entity is not an exempt supply, so GST was payable on the rent collected.

Notification No. 27/2017-Central Tax dated 30.08.2017 · 2017-08-30
This notification amended the CGST Rules, 2017 to insert rules 138 to 138D, creating the legal framework for the electronic way bill covering generation of Part A and Part B details, the validity period based on distance, cancellation, acceptance or rejection by the recipient, verification of documents and conveyances in transit, and reporting of detention exceeding thirty minutes. The rules were notified first and made operative later.
