Circular No. 141/11/2020-GST dated 24 June 2020 · 2020-06-24
This circular explained Notifications 51, 52 and 53 of 2020-Central Tax issued on the recommendations of the 40th GST Council meeting. The rate of interest was reduced from eighteen to nine per cent for specified periods, and for small taxpayers it was staggered, with nil interest up to a specified date and nine per cent thereafter until 30 September 2020. The conditional waiver of late fee on GSTR-3B was given revised dates for February to April 2020 and extended to May, June and July 2020 for small taxpayers, and late fee on delayed GSTR-1 was waived if filed by the specified dates. Circular No. 136/06/2020-GST was modified to this extent.
What it means for you: The late fee waiver here is conditional: if the GSTR-3B was not filed by the notified date, late fee runs from the original due date, so the actual filing date decides whether any waiver survives.
21st GST Council Meeting, Hyderabad — 9 September 2017 (PIB Release ID 1502268) · 2017-09-09
Faced with widespread filing difficulties, the Council approved a revised schedule for the first tax period: GSTR-1 for July 2017 to 10 October (3 October for taxpayers above Rs 100 crore turnover), GSTR-2 to 31 October, GSTR-3 to 10 November and GSTR-6 to 13 October. Table 4 of GSTR-4 was not to be filled for the July-September quarter and GSTR-4A was dispensed with. GSTR-3B was to continue for August to December 2017.

Notification No. 12/2024-Central Tax · 2024-07-10
The CGST (Amendment) Rules, 2024 introduced Form GSTR-1A, letting taxpayers add or amend outward supply details of the same tax period after filing GSTR-1 but before filing GSTR-3B, so liability corrections flow into the same month's return. It also amended Rule 88B so that amounts lying in the electronic cash ledger on the due date, though debited later, do not attract interest, and reduced the invoice-wise B2C inter-State reporting threshold from Rs 2.5 lakh to Rs 1 lakh.
What to do about it: Use GSTR-1A to fix invoice errors before the 3B of the same month instead of carrying corrections forward, and do not concede interest demands where cash was already in the ledger.
