35th GST Council Meeting, New Delhi — 21 June 2019 · 2019-06-21
At the first meeting chaired by Finance Minister Nirmala Sitharaman, the Council decided to introduce an electronic invoicing system in a phase-wise manner for business-to-business transactions. The press release recorded that e-invoicing would help taxpayers with backward integration and automation of tax-relevant processes and would help authorities combat evasion, with Phase 1 proposed to be voluntary and rolled out from January 2020. This decision is the origin of the Invoice Registration Portal, the IRN and the QR code now mandatory for most mid-sized and large businesses.
How we apply it: Every later e-invoicing threshold reduction, down to the Rs 5 crore limit now applicable, traces back to this decision, so businesses crossing a threshold must set up e-invoicing from the first day of the next financial year.
Notification No. 15/2025-Central Tax · 2025-09-17
CBIC notified that registered persons with aggregate turnover up to Rs 2 crore are exempt from filing the annual return GSTR-9 for FY 2024-25 and onwards. Unlike the year-by-year exemptions issued for FY 2017-18 through FY 2023-24, this operates as a continuing exemption, removing the need for annual renotification. Small taxpayers therefore have certainty that only GSTR-1 and GSTR-3B, or the QRMP equivalents, constitute their regular compliance calendar.
Why this matters: Businesses under Rs 2 crore turnover are permanently outside the GSTR-9 net from FY 2024-25, though internal annual reconciliation remains prudent for scrutiny-readiness.
GSTN Advisory, 2022 — Phase-II of mandatory HSN reporting in Table 12 of GSTR-1 from 1 November 2022 · 2022-11-01
Mandatory HSN reporting in Table 12 of GSTR-1 was introduced in phases from 1 April 2022, when the portal began flagging missing or short codes in warning mode. In Phase-II, from the November 2022 return period, taxpayers with annual aggregate turnover up to Rs 5 crore had to report at least four-digit HSN codes for all business-to-business supplies in Table 12, and taxpayers above Rs 5 crore had to report six digits for all supplies. Phase-III in 2025 went further and replaced manual entry with selection from a dropdown of valid codes.
Why this matters: Correct HSN codes once at the item-master level, so that each successive tightening of portal validation does not force fresh rework.
