Where an advance was received, tax paid and an invoice issued, and the contract was later cancelled, the supplier issues a credit note under section 34 and adjusts the liability; where only a receipt voucher was issued, he issues a refund voucher and claims refund of the excess tax paid in FORM GST RFD-01. It also confirmed that a Letter of Undertaking for 2020-21 could be filed up to 30 June 2020 while quoting the previous year's LUT number.
What to do about it: Tax paid on an advance for an order that never happened is recoverable, but only through the correct credit note or refund voucher route.
46th GST Council Meeting, New Delhi — 31 December 2021 · 2021-12-31
The 46th meeting was convened on the last day of 2021 with essentially one outcome. The Council recommended deferring the decision to change the rates in textiles that had been recommended at the 45th meeting, so that the existing rates in the textile sector would continue beyond 1 January 2022. The reversal came after sustained representations from textile states and the trade that the increase from 5 to 12 per cent would raise costs for consumers and unorganised weavers. The footwear rate increase, however, went ahead as planned.
What it means for you: Textile traders in Chennai and across Tamil Nadu continued at five per cent from January 2022, but footwear moved to twelve per cent, so the two sectors diverged from that date.

The applicant made polypropylene and recycled plastic trays used by farmers to raise paddy and vegetable seedlings, and argued that they were agricultural implements. The Authority held that the trays are other articles of plastic under heading 3926 90 99 and are taxable at 9 percent central tax and 9 percent State tax. Use in agriculture does not by itself bring a product within the exempt agricultural implements entry, and the material and the tariff description prevail over the end use.
Practical effect: Chennai suppliers to the farm sector cannot assume exemption merely because the buyer uses the product in agriculture.
