Entry 74 exempts health care services provided by a clinical establishment, an authorised medical practitioner or paramedics, and the transportation of a patient in an ambulance. Health care services are defined as diagnosis, treatment or care for illness, injury, deformity, abnormality or pregnancy in any recognised system of medicine, and expressly exclude cosmetic or plastic surgery unless done to restore or reconstruct anatomy affected by injury or congenital defect. Hair transplant and purely cosmetic procedures are therefore taxable.
What it means for you: A Chennai hospital or clinic is exempt on treatment, but must charge GST on cosmetic procedures, pharmacy sales to outsiders and rental of space to shops.

Nithiyashree Ladies Hostel - AAR Tamil Nadu, Advance Ruling No. 77/AAR/2023, dated 4 September 2023 · 2023-09-04
The applicant ran a ladies hostel in premises it had itself taken on rent and supplied accommodation together with food and related services. It sought exemption on the footing that this was renting of residential accommodation. The Authority held the supply classifiable under heading 9963 and taxable at 9 percent central tax and 9 percent State tax, treating hostel accommodation with attached services as a taxable service and not as renting of a residential dwelling for use as a residence.
