GSTN Advisory dated 23 August 2024 — Rule 10A bank account furnishing · 2024-08-23
GSTN advised that under Rule 10A of the CGST Rules, registered taxpayers must furnish valid bank account details within 30 days of registration or before filing GSTR-1 or IFF, whichever is earlier. From 1 September 2024 the portal blocks GSTR-1 and IFF filing for taxpayers whose bank account details are not available and validated on the portal. The measure targets fraudulent registrations created without genuine banking trails.
How we apply it: Newly registered businesses should add and validate their bank account on the portal immediately after registration to avoid a filing blockage.

Clarifying the new clause (ca) of Section 10(1) of the IGST Act, CBIC stated that when goods are supplied to an unregistered person and the billing address differs from the delivery address, the place of supply is the delivery address recorded on the invoice. This principally affects e-commerce transactions, where a buyer may bill in one State and ship to another, and determines whether the seller charges CGST-SGST or IGST.
What to do about it: E-commerce sellers must configure invoicing so tax type follows the delivery address, not the billing address, to avoid wrong-tax demands and refund complications.
Invoice Management System — GSTN rollout from the October 2024 tax period; credit-note controls and Rule 67B from the October 2025 tax period (GSTN Advisory dated 17 October 2025) · 2025-10-17
The Invoice Management System on the GST portal, live from the October 2024 tax period, lets recipients accept, reject or keep pending each supplier invoice, with GSTR-2B generated from these actions. From the October 2025 tax period, credit notes can be kept pending for one tax period and the recipient can declare the ITC reversal amount while accepting a credit note. Read with Rule 67B, a supplier's output liability reduction is linked to the recipient's action, with reversal required only where credit was actually availed.
Practical effect: Someone in the business must act on IMS records each month before GSTR-2B generation, because unattended rejections and credit notes now directly move both parties' tax positions.
