The department blocked the firm's electronic credit ledger under Rule 86A. The High Court held that this is a drastic power that can be exercised only by the Commissioner or an officer authorised by him, on reasons to believe formed independently from cogent material, and not on borrowed satisfaction taken from another officer's report. The reasons must be recorded in writing and communicated, the taxpayer must be heard at the earliest opportunity, and the block cannot continue beyond one year.

What to do about it: If your ledger is blocked, ask in writing for the recorded reasons and the rank of the authorising officer — a block resting on another officer's report is liable to be lifted.

As per CBIC instructions, a communication without a DIN is treated as invalid. Be cautious of demands received only on WhatsApp or email asking for payment to personal accounts. How do I get a provisional attachment on my property or bank account lifted quickly?

Track every submission with an acknowledgment, because the commencement date and the timeline arguments may matter later if disputes arise.
What is the difference between GST return scrutiny and a departmental audit?
Scrutiny under Section 61 is a desk review of your filed returns, where the officer points out specific discrepancies through ASMT-10 and you explain them in ASMT-11; it is limited to what the returns reveal. An audit under Section 65 is far wider: officers examine your books of account, records and returns together, can visit your premises, and test classification, valuation, ITC eligibility and exemptions for the years covered by the ADT-01. What is the difference between the electronic cash ledger and the electronic credit ledger?
The electronic cash ledger reflects actual money you have deposited through challans, plus TDS and TCS credits you have accepted; it can pay tax, interest, penalty, late fee and any other amount. The electronic credit ledger reflects input tax credit claimed through your returns, and it can be used only for paying output tax, never for interest, penalty or late fee. Both are visible under Services, then Ledgers, after login. Refund of an excess cash balance is possible, while credit is refundable only in specified cases such as exports and inverted duty structure.
