The Council approved the draft SGST law and the draft UTGST law, completing the legislative package begun at the previous meeting, and also approved amendments to the GST (Compensation to States) Bill including the ceiling rates at which compensation cess could be imposed. Placing the cess ceilings in the statute meant that later cess increases, such as the one on cigarettes a few months afterwards, could be made by notification without returning to Parliament.

The petitioner challenged the July 2022 amendment withdrawing the residential rent exemption for registered persons, arguing that it unfairly taxed proprietors renting homes for personal use. The Government placed on record a clarification that the exemption continues where a proprietor of a registered proprietorship firm rents a residential dwelling in a personal capacity as his own residence, and not in the course or furtherance of the firm's business. The Court held all respondents bound by that clarification.

Notification No. 55/2020-Central Tax · 2020-06-27
This notification amended the earlier Section 168A notification and moved the outer date for compliances falling due between 20 March 2020 and 30 August 2020 to 31 August 2020. In substance it gave a further two months to complete any action, order, notice, appeal or application whose limitation had been frozen since the start of the lockdown. Officers as well as taxpayers took the benefit, so departmental orders passed up to that date remain valid.
