Notification No. 13/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17
This notification replaces the entire table in the 2018 handicrafts notification with a fresh list of about thirty-nine entries from 22 September 2025. Most items carry central tax of 2.5 per cent, that is five per cent combined: handcrafted candles, carved and inlaid wood products, wooden frames, art ware of cork and sholapith, vegetable-fibre mats and basketwork, handmade paper, papier mache articles, coir goods, handmade carpets, stone carving, ceramic and glass art ware, brass and copper art ware, wooden toys, hand paintings and original sculptures. Silver filigree work and handmade imitation jewellery, including jewellery of natural seeds and beads, carry 1.5 per cent central tax, that is three per cent combined.
What to do about it: Handicraft retailers in Chennai charge five per cent on the general run of handicraft goods, but must apply three per cent to silver filigree work and handmade imitation jewellery.
Tamil Nadu Labour Welfare Board - AAR Tamil Nadu, advance ruling reported August 2021 · 2021
The Board, based at the DMS Campus in Teynampet, Chennai, owned immovable property and let portions of it to government departments and business entities. It asked whether it needed registration and whether the rent was exempt because the tenant was the government. The Authority held that renting of commercial property by the Board to a government or a business entity is not an exempt supply, so GST was payable on the rent collected.
Why this matters: Chennai landlords letting premises to government offices must charge GST unless a specific exemption entry clearly covers the letting.

The Council approved in principle four draft GST Rules covering Input Tax Credit, Valuation, Transitional Provisions and Composition, and approved the amended versions of five rules already cleared earlier, namely Registration, Return, Payment, Refund, and Invoice and Debit or Credit Note. The rules were to be circulated to the States and placed in the public domain for comment before final approval, which is how the CGST Rules, 2017 took the shape businesses work with today.
