From the August 2022 return period the whole of the credit appearing in GSTR-2B must first be reported as credit available in Table 4(A), with ineligible and reversible credit then shown separately in Table 4(B). Reversals that can be reclaimed later, such as those under Rule 37, go into Table 4(B)(2) and the reclaim is reported in Table 4(D)(1). Only the net figure reaches the electronic credit ledger.
What it means for you: Report gross credit and reversals separately in Table 4, because the department now compares your ledger with GSTR-2B line by line.
Notification No. 21/2018-Central Tax (Rate), dated 26 July 2018 (G.S.R. 695(E)) · 2018-07-26
This notification created a dedicated table of handicraft items with concessional rates, covering handcrafted candles, carved and inlaid wood products, wooden frames, art ware of cork and sholapith, basketwork and mats of vegetable material including korai mats, handmade paper, papier mache articles, coir products, handmade carpets, bamboo and cane ware. It operated independently of the main goods schedule so that genuine artisan output was not pushed into higher slabs by tariff classification.
Why this matters: Traders in korai mats, coir goods and wooden handicrafts from Tamil Nadu should classify under this notification rather than the general chapter rate.
Circular No. 89/08/2019-GST dated 18 February 2019 · 2019-02-18
CBIC noticed that many taxpayers were not reporting details of inter-State supplies made to unregistered persons, composition dealers and UIN holders in Table 3.2 of FORM GSTR-3B, and in Table 7B of FORM GSTR-1 for invoices up to Rs 2.5 lakh. Because these figures drive the settlement of integrated tax between the Centre and the States, the circular directed that the information be furnished correctly and warned that failure attracts general penalty under section 125.
What to do about it: Businesses selling across State borders to consumers should keep Table 3.2 populated, since mismatches here are a common trigger for scrutiny notices.
