The Karnataka High Court reversed, holding that vouchers are in the nature of pre-deposit instruments or actionable claims — a means of payment for future supplies — and their mere trading is neither a supply of goods nor of services, so no GST is payable on the voucher itself. CBIC later clarified voucher taxation consistently with this position.

The Central Goods and Services Tax (Tenth Amendment) Rules, 2020 inserted Rule 8(4A) and Rule 8(4B), requiring an applicant for registration to authenticate the Aadhaar number of the promoter, partner or authorised signatory while submitting Form GST REG-01.
