GSTN operationalised the optional simplified registration scheme under Rule 14A of the CGST Rules from 1 November 2025. Applicants whose self-assessed output tax liability, across CGST, SGST, IGST and cess, does not exceed Rs 2.5 lakh per month can opt in while filing REG-01 and receive registration within three working days, subject to mandatory Aadhaar authentication of the primary authorised signatory and at least one promoter or partner.
What to do about it: Small Chennai businesses starting out can opt for Rule 14A registration to begin billing within days instead of waiting through full verification.
Thai Mookambikaa Ladies Hostel v. Union of India — Madras High Court, W.P. No. 28486 of 2023, judgment dated 22 March 2024 (reversing the Tamil Nadu AAR) · 2024-03-22
The Tamil Nadu AAR held that hostel accommodation provided to college students and working women is not renting of a residential dwelling for use as residence, so the exemption did not apply and GST was payable. On writ, the Madras High Court reversed that view on 22 March 2024, holding that hostel rooms occupied by girl students and working women as their residence qualify for the exemption for renting of residential dwelling under Entry 12 of Notification No. 12/2017-Central Tax (Rate), and observing that the legislature never intended to burden such occupants with tax.
What to do about it: Hostel and PG operators in Tamil Nadu can rely on the Madras High Court ruling for exemption, but should document residential use of every room.
Century Metal Recycling (P) Ltd v. Union of India — Supreme Court, 2019 (367) ELT 3 (SC), judgment dated 17-05-2019 · 2019-05-17
The Supreme Court held that the transaction value declared by an importer must ordinarily be accepted. Before rejecting it, the proper officer must have a reasonable doubt based on certain material and specific reasons, must communicate those grounds to the importer, and must give an opportunity to explain. A mere suspicion, or reliance on price data without disclosure, is not sufficient to displace the declared value.
Why this matters: A Chennai importer facing enhancement of assessable value should insist on written reasons and the comparable data relied upon before accepting any revision.
