Goods were detained and penalised because Part B of the e-way bill had not been filled in, although the tax invoice and Part A carried all the required details and there was no dispute about the goods or their value. The High Court held that non-filling of Part B, without any material showing an intention to evade tax, is a technical breach that does not attract penalty under Section 129. The penalty was set aside and refund of the deposit directed.
Practical effect: For a Part B omission with correct invoices, argue absence of intent to evade — the Section 129 penalty is usually not sustainable on those facts.

The window for taking the benefit of the capped late fee on pending GSTR-3B returns for July 2017 to April 2021 was extended from 31 August 2021 to 30 November 2021. Response to the scheme had been strong but many taxpayers, particularly those whose registrations had been cancelled for non-filing, could not complete the exercise in three months. The extension was announced together with the extension of the revocation deadline so that the two reliefs could be used in sequence.
Practical effect: Returns for July 2017 to April 2021 filed up to 30 November 2021 attract only the capped fee, and any higher demand for those periods should be verified against the actual filing date.
