Applicants aggrieved by improper queries, unjustified rejection or delay may write to that address with the application reference number; the zone must examine the grievance, take corrective action and report the disposal to the Directorate General of GST periodically.

The Board settled several goods classification disputes following the 47th GST Council meeting. Rates on fly ash bricks and blocks and on certain by-products of milling of pulses were also clarified.

Garments moving from Tirupur to Tuticorin for export were detained because the e-way bill showed Chennai as the place of dispatch, and a penalty equal to 200 per cent of tax was levied under Section 129(1)(a). The Court quashed the penalty, holding that the goods were in fact covered by documents, that the error was typographical and easily correctable, that Section 126 forbids penalty for such minor breaches absent fraudulent intent, and that leaving the reply column blank breached Section 129(4).
Why this matters: A Tamil Nadu exporter penalised for a clerical mistake in the e-way bill, with no allegation of evasion, has a strong case for refund of the penalty paid under protest.
