This notification lists the services that are wholly exempt from CGST. It covers charitable activities, most services supplied by and to Government, renting of residential dwellings for use as residence, healthcare by a clinical establishment, education by an educational institution, agricultural services, several transport exemptions and financial services such as interest on deposits and loans. Each entry has a description, a service code and often a condition. An exemption is not a zero rate: input tax credit attributable to exempt supplies has to be reversed.

After an October 2024 advisory and a January 2025 deferment, GSTN confirmed that from the July 2025 tax period the auto-populated outward tax liability in GSTR-3B, drawn from GSTR-1, IFF or GSTR-1A, is hard-locked and cannot be edited manually while filing. Any correction to sales figures must be made through GSTR-1A before GSTR-3B is filed. The change is intended to end mismatches between GSTR-1 and GSTR-3B.
Why this matters: Reconcile sales data before filing GSTR-1 each month, since GSTR-3B can no longer be adjusted at the last minute.

Responding to trade concerns about return readiness, the Council decided that for the first two months of GST, tax would be payable on a simple summary return, Form GSTR-3B, filed by the 20th of the following month. Invoice-wise details in GSTR-1 for July 2017 were to be filed between 1 and 5 September and for August between 16 and 20 September, with GSTR-2 auto-populated thereafter.
