This notification amended the CGST Rules, 2017 as originally notified under Notification 03/2017-Central Tax, adding the substantive operating chapters that had been left out of the first tranche. GSTN Advisory, November 2023 — two-factor authentication for logging into the GST portal · 2023-11
GSTN introduced two-factor authentication for the GST portal. Besides the user identity and password, a one-time password is delivered to the primary authorised signatory's registered mobile number and e-mail address, and must be entered to complete login. The measure was piloted in selected states and then extended in phases across the country, covering taxpayers as well as their sub-users. Login fails if the registered contact details on the portal are outdated and the one-time password cannot be received.

Circular No. 32/06/2018-GST dated 12.02.2018 · 2018-02-12
This early circular resolved several healthcare and accommodation questions. It clarified that room rent charged by a hospital to an in-patient and food supplied to admitted patients as advised by the doctor form part of exempt composite healthcare services, while food sold to attendants and visitors is taxable. It also clarified that where a hospital engages senior consultants and retains a share of their fees, the entire consideration charged to the patient is exempt healthcare service. Separately it dealt with hostel accommodation below the then exemption threshold.
