CBIC explained the scope of the principal-agent relationship in Schedule I. The deciding test is the invoice: where the agent issues the invoice for the supply of goods in his own name, or receives goods in his own name from the supplier on behalf of the principal, the transaction between principal and agent is a deemed supply even without consideration. A commission agent who merely arranges a sale and never invoices the goods in his own name is not covered.
How we apply it: Commission agents in Chennai's wholesale markets should look at whose name appears on the invoice, since that single fact decides whether compulsory registration and deemed-supply tax apply.

Meeting shortly after the Kerala floods, the Council discussed that State's proposal to impose a cess on SGST to fund rehabilitation and flood-related works. Because GST had removed the States' independent power to levy such a cess, the Council constituted a seven-member Group of Ministers convened by the Deputy Chief Minister of Bihar, with members from Assam, Kerala, Maharashtra, Odisha, Punjab and Uttarakhand, to examine modalities for revenue mobilisation in case of natural calamities and disasters, reporting by 31 October 2018.
What to do about it: This process produced the Kerala flood cess of 2019, the only State-specific GST cess so far, and set the template for how any similar Tamil Nadu levy would have to be approved.

CBIC notified a special procedure under Section 148 for manufacturers of pan masala, unmanufactured tobacco, chewing tobacco, zarda and similar products. Such manufacturers must declare details of every packing machine, its make, capacity and installation address, in Form GST SRM-I within the prescribed time, report any addition or removal of machines, and file a monthly statement of inputs and outputs in Form GST SRM-II. The procedure took effect from 1 April 2024 and carries a separate penalty for unregistered machines.
What it means for you: Any Chennai unit packing tobacco or pan masala products must register every machine in SRM-I and file SRM-II monthly, entirely separate from its normal GST returns.
