The circular also addressed the classification of fly ash bricks and blocks, by-products of milling of pulses and dal such as chilka and khanda, treated sewage water, and nicotine polacrilex gum.

CBIC waived late fee in excess of Rs 500 per return (CGST plus SGST) for composition taxpayers who had not filed GSTR-4 for the quarters from July 2017 to March 2019 or for the financial years 2019-20 to 2021-22, and waived it fully where the return was a nil return. The concession applied to returns filed between 1 April 2023 and 30 June 2023, a window later extended to 31 August 2023.
Why this matters: Composition dealers with old unfiled GSTR-4s could clear the entire backlog for a nominal cost, so pending-return notices from this period should cite this amnesty.
