The Chairperson offered a compromise between a fixed 13 per cent growth rate, an average of three of the preceding five years' growth after removing the highest and lowest, and a 14 per cent rate pressed by Kerala and Assam. The Council unanimously agreed that projected State revenue for compensation purposes would grow at a flat 14 per cent per year from the 2015-16 base, with CST in that base counted at the actual 2 per cent. This single number determined the size of the compensation bill for the five-year guarantee period and, when actual GST collections fell short of it, drove the compensation cess extensions and the back-to-back borrowing arrangements of later years.
What it means for you: The 14 per cent guarantee is the reason compensation cess outlived its original five-year sunset, so cess-bearing goods remain costlier than the headline GST rate suggests.

Where a company is undergoing corporate insolvency resolution under the Insolvency and Bankruptcy Code and is managed by an interim resolution professional or resolution professional, it is treated as a distinct person and must take a fresh GST registration in each State within thirty days of the professional's appointment. The entity files its first return covering the period from the insolvency commencement date, and can claim input tax credit on invoices received in that first return.
Why this matters: A Chennai company admitted into insolvency must obtain a fresh GSTIN under the resolution professional rather than continue on the old registration.

Following the 45th GST Council meeting, CBIC settled several long-running classification quarrels. Exemption for fresh fruit and nuts covers only produce that has not been dried; once dried, they move to the taxable schedule. Tamarind seeds, copra as distinct from edible coconut, pure mehendi paste without additives, scented and flavoured sweet supari, brewers' spent grain and distillers' grains were each assigned a rate, and the position on renewable energy project valuation was restated.
What to do about it: Provision stores and dry-fruit traders in Chennai should re-check whether their stock is fresh or dried, because that single fact decides between nil and a taxable rate.
