Trade Profile and GST Jurisdiction for 13th extension Street, Madipakkam

Madipakkam's apartment construction boom drives its commerce: builders, hardware and building-material dealers, supermarkets and pharmacies along Madipakkam Main Road and Medavakkam Main Road. Builders selling under-construction flats apply concessional GST rates without input tax credit, while material dealers moving consignments above Rs.50,000 need e-way bills even for short local deliveries to sites. When businesses of this kind evaluate GSTR-1 & GSTR-3B Monthly Filing, the real question is not price alone but who answers when something goes wrong. We serve Madipakkam, Velachery and Nanganallur on a standing commitment: responses within the same working day, senior scrutiny before every submission, and continued support if the department ever writes back on work carrying our preparation.

GST jurisdiction for Madipakkam (PIN 600091): businesses here generally fall under the CGST Chennai South Commissionerate. We regularly represent clients from Madipakkam before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Hardware and Electrical Dealers in Madipakkam
A hardware and electrical counter stocks thousands of SKUs whose rates have moved: cement fell from 28 to 18 percent under the September 2025 rationalisation, while wires, switchgear, paints and sanitaryware sit at 18 percent. When a rate changes, Section 14 decides which rate applies based on the dates of supply, invoice and payment, so transition-period billing needs care. Dealer schemes and cash discounts from manufacturers arrive as credit notes that must be tracked against your input credit. A specialist maintains an item-wise HSN and rate master, applies Section 14 correctly during rate changes, and reconciles supplier credit notes so your GSTR-2B never overstates credit.
You can move your GSTR-1 & GSTR-3B Monthly Filing to a new consultant in Madipakkam at any time mid-year; past filings are reviewed, pending items are regularised, and ongoing fees start at Rs.749.
Why Us

Why 13th extension Street, Madipakkam Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

A Real Local Office You Can Walk Into

We are a Chennai firm with a physical office, not a faceless portal. If you prefer to sit across a table with your papers, you are welcome. Clients from Madipakkam regularly visit us for registrations, notice discussions and annual return reviews.

Extra Hands During Filing Windows

In the days before the 11th and the 20th, our team runs extended hours and a strict internal queue, so a client who sends data late in the window is still filed on time. Peak-season crush at our end never becomes a late fee at yours.

Ledger Housekeeping on the Portal

Your cash ledger, credit ledger and liability register are reviewed regularly, not just at filing time. Excess balances are flagged for use or refund, and where a genuine slip surfaces, a voluntary payment through DRC-03 settles it before it can mature into a notice.

E-Invoice and E-Way Bill Fluency

E-invoicing is mandatory once turnover crosses Rs.5 crore and e-way bills apply to goods movements above Rs.50,000. We set up, train and troubleshoot both systems, so your despatches from Madipakkam are never held up by a compliance gap at the gate.

Notice-Proof Filing Discipline

Most GST notices trace back to mismatches between GSTR-1, GSTR-3B and GSTR-2B. We reconcile these before filing, not after a notice arrives, so your returns are internally consistent and the most common triggers for ASMT-10 scrutiny simply never appear.

Job Work Movements Tracked Through ITC-04

Goods sent to job workers must move on delivery challans, return within the statutory period, and be reported in ITC-04. We track every outward and return leg for manufacturing clients in Madipakkam, so inputs sent out for processing never quietly convert into a deemed supply carrying tax and interest.

How It Works

Our Monthly Returns Process

Monthly data collection

At month end we remind you and collect sales invoices, purchase bills and credit notes in whatever format you maintain, including Excel, Tally exports or scanned copies.

GSTR-1 preparation and filing

We prepare invoice-wise outward supply details, validate GSTINs of your B2B customers, summarise B2C supplies and file GSTR-1 on the portal before the 11th.

ITC reconciliation with GSTR-2B

We download your auto-drafted GSTR-2B, match it against purchase records, and claim only eligible input tax credit so that mismatches do not trigger scrutiny notices later.

Tax computation and confirmation

We compute net tax payable after ITC set-off, share the working with you for approval, and generate the payment challan for any cash liability.

GSTR-3B filing and reporting

After your confirmation and tax payment, we file GSTR-3B before the 20th and send you both filed acknowledgements along with a one-page summary of the month.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Books and Returns That Agree at Year End

Because turnover in your GST returns is kept aligned with your accounts through the year, income tax filing and statutory audit proceed without the GST-versus-books mismatch queries that now surface routinely through data matching.

Credit Notes That Actually Reduce Your Tax

Sales returns, discounts and price revisions are adjusted through properly reported credit notes within the statutory window, so you never keep paying tax on turnover you have already reversed.

No Money Idling in the Cash Ledger

Excess balances parked in the electronic cash ledger are identified during regular ledger reviews and either utilised against upcoming liability or claimed back as a refund, instead of sitting interest-free with the government.

Confidence During Officer Interactions

When a query or verification comes, you respond through a professional who deals with the department regularly, in the department's own language and format, instead of facing an officer's letter alone.

TDS and TCS Credits Converted to Cash

Amounts deducted by government buyers as GST TDS and by marketplaces as TCS are accepted on the portal each period, so money withheld against your GSTIN actually reaches your cash ledger instead of lying unclaimed.

Notices Answered Within the Time Limit

Statutory windows such as thirty days for an ASMT-11 reply are tracked from the day a notice arrives, so responses go in on time, complete, and with your best case properly presented.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Keeping up with changesRate changes, portal updates and new thresholds such as the Rs.5 crore e-invoice limit are tracked by us and applied to your case proactively.Changes are discovered after the fact — often through a rejected filing, a blocked e-way bill or a departmental letter.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.

Notification

The original GST rate schedule for goods and how it was built

Notification No. 1/2017-Central Tax (Rate), dated 28 June 2017 (G.S.R. 673(E)) · 2017-06-28

This was the founding rate notification for goods. It listed every taxable item against its Customs Tariff heading in six schedules, prescribing central tax of 2.5, 6, 9, 14, 1.5 and 0.125 per cent, which with the matching State tax gave the familiar 5, 12, 18, 28, 3 and 0.25 per cent rates. Anything not listed in a schedule or exempted separately fell to the residual 18 per cent rate. It was amended dozens of times before being superseded on 22 September 2025.

Why this matters: For any dispute about a supply made up to 21 September 2025, the rate must be traced to the schedule entry of this notification as it stood on the date of supply, not to today's rate.

Case Law

Constitution Bench holds circulars cannot override the statute or bind the courts

Commissioner of Central Excise, Bolpur v. Ratan Melting and Wire Industries — Supreme Court, Constitution Bench, (2008) 13 SCC 1, judgment dated 14-10-2008 · 2008-10-14

A five-judge Bench held that circulars issued by the Board cannot prevail over the statute, and are not binding on courts. Where the Supreme Court or a High Court has declared the law on an issue, that declaration prevails and any contrary circular ceases to have effect. Circulars remain an aid to administration and can bind officers, but they cannot enlarge or restrict what the legislature has enacted.

Practical effect: Chennai businesses should treat CBIC circulars as useful administrative guidance, but should not rely on one that conflicts with the plain words of the GST Act.

AAR Ruling

Printing leaflets on the printer's own paper attracts 18 percent

Coronation Arts Crafts - AAR Tamil Nadu, Advance Ruling No. 19/ARA/2022, dated 31 May 2022 · 2022-05-31

A printing house printed leaflets and similar material using content supplied by the customer but paper, ink and other physical inputs of its own. It asked for the correct classification and rate. The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.

Why this matters: A Chennai printer supplying its own paper should charge 18 percent on job printed leaflets instead of assuming a lower book rate.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Can I get GSTR-1 & GSTR-3B monthly filing done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Madipakkam regularly complete monthly returns with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
Do you provide gst return filing for small businesses and proprietorships in Madipakkam?
Yes. A large share of our clients in Madipakkam are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.749/month and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
Is there a late fee for filing GSTR-1 after the 11th?
Yes. Late fee for GSTR-1 is Rs.50 per day of delay, and Rs.20 per day where there are no outward supplies, subject to caps linked to your turnover. Although the portal historically collected GSTR-1 late fees through the next GSTR-3B, the liability arises the moment the due date passes. Delayed GSTR-1 also hurts your customers, because your invoices miss their GSTR-2B and their input tax credit gets deferred, which can strain business relationships. Filing by the 11th every month avoids both the cost and the friction.
What documents do I need to give my GST consultant every month?
For monthly returns you need your sales invoices (or a sales register), purchase invoices, credit and debit notes, details of advances received for services, and any export or SEZ supply documents. If you use accounting software, an exported sales and purchase summary is enough. We then match your purchases against GSTR-2B on the portal before claiming input tax credit. Most clients in Madipakkam simply share their data on WhatsApp or email by the 5th of each month and we handle the rest. Call +91 - 9600 606 444 to set up a simple monthly routine.
Our institute charges one fee covering classes, study material and hostel. How is it taxed?
A single price for naturally bundled components is a composite supply, taxed at the rate of the principal supply. For a coaching institute, coaching is the principal supply, so the entire lump sum, including printed materials and boarding provided as part of the package, attracts 18 percent. Printing separate invoices for books at nil rate out of a bundled fee is a known audit red flag and is routinely rejected. If the institute genuinely sells optional printed books to anyone at a separate price, those standalone sales can take the book's own treatment. Structure the fee schedule deliberately, not after the demand arrives.
What is the difference between GSTR-1 and GSTR-3B?
GSTR-1 is a detailed invoice-wise statement of your sales, filed by the 11th of the next month. It does not involve any tax payment but it feeds your customers' GSTR-2B for input tax credit. GSTR-3B is a self-declared summary return, due on the 20th, where you report total sales, claim input tax credit and pay the net tax in cash or through credit. Both must match; mismatches between GSTR-1 and GSTR-3B are a common trigger for notices from the department, which is why we reconcile them before every filing.
What is a debit note under GST and when do I issue one?
You issue a debit note when the taxable value or tax charged in the original invoice was less than what is actually payable, for example a price escalation clause kicking in or a rate charged short. Declaring the debit note in GSTR-1 increases your output liability, payable with interest where the shortfall relates to an earlier period. There is no outer time limit on issuing a debit note itself. For your buyer, the debit note is a credit document: following the amendment to Section 16(4), the buyer's time limit to claim ITC runs from the date of the debit note, not the original invoice.
My credit notes this month exceed my sales. Can GSTR-3B show a negative figure?
Yes. Since the January 2024 tax period, the portal permits negative values in Table 3.1 of GSTR-3B where credit notes issued in a month exceed the outward supplies, a situation common in businesses with heavy sales returns. The resulting negative liability is carried forward automatically by the system and adjusted against the liability of subsequent tax periods, so you no longer need to defer reporting credit notes. Ensure the same credit notes are reported in GSTR-1, because GSTR-3B auto-populates from it and manual deviations invite the portal's variance flags. Retailers with seasonal return spikes benefit most from this facility.
What are the conditions under Section 16 I must satisfy before claiming any input tax credit?
Section 16(2) prescribes cumulative conditions: you must hold a valid tax invoice or debit note, you must have actually received the goods or services, the supplier must have paid the tax to the government, and you must have filed your GSTR-3B. Added to these, the invoice must appear in your GSTR-2B and must not be restricted there. In practice this means a genuine purchase can still fail the test if your supplier defaults. We advise businesses in Madipakkam to maintain proof of receipt, such as delivery challans and goods inward registers, because officers increasingly demand evidence of actual receipt during verification.
Can nil GSTR-1 also be filed through SMS?
Yes. Send NIL space R1 space your GSTIN space tax period in MMYYYY format (use the quarter-ending month for quarterly filers) to 14409 from the registered mobile number of the authorised signatory. Confirm with the CNF code received, and the portal issues an ARN. A nil GSTR-1 is possible only when there are no outward supplies at all, including no credit notes, amendments or documents to report for that period. Many of our clients in Madipakkam with seasonal businesses use this facility during off months, with our team verifying the status afterwards.
Can my company claim ITC on a car purchased for business use, and what about its insurance and repairs?
Generally no. Section 17(5)(a) blocks credit on motor vehicles for transporting persons with approved seating up to thirteen including the driver, even when used for business, unless you are in the business of further supplying such vehicles, transporting passengers, or imparting driver training. Section 17(5)(ab) extends the block to insurance, servicing and repairs of such vehicles. However, ITC is fully available on goods transport vehicles like trucks and delivery vans, and on vehicles with seating above thirteen such as staff buses. A Madipakkam trading company buying a delivery van claims full credit; the director's sedan gets none. Classify each vehicle before claiming.
Our company paid fees to a lawyer. Who pays the GST on this?
You do, as the recipient. Legal services supplied by an individual advocate, a firm of advocates or a senior advocate to a business entity are notified under Section 9(3), so the advocate does not charge GST and your business pays 18 percent under reverse charge in cash through GSTR-3B, claiming it back as ITC if otherwise eligible. Relief exists for small recipients: legal services to a business entity whose turnover is within the registration threshold are exempt. Since the advocate is usually unregistered, remember to raise a self-invoice and payment voucher for the transaction. Litigation-heavy businesses in Madipakkam should reconcile their legal expense ledger against RCM paid every quarter.
Is the late fee charged on delayed returns the same thing as a penalty?
No, they are legally distinct. Late fee under Section 47 is an automatic, fixed daily charge for filing a return after its due date, computed by the portal and payable in cash before the return is accepted; no officer discretion or notice is involved. Penalty, under provisions such as Sections 122 to 125, is imposed through adjudication for specified offences, requires a show cause notice and hearing, and can be contested or reduced. Interest under Section 50 is a third, separate levy compensating for delayed payment. A delayed return with tax due can therefore attract all three simultaneously, each on its own footing.
Is GST applicable on rent for my shop or office premises?
Yes. Renting of commercial property such as shops, offices, godowns and industrial sheds is a taxable supply of services at 18 percent, charged by the landlord under forward charge once the landlord's aggregate turnover, including this rent, crosses Rs.20 lakh. The tenant, if registered and using the premises for business, can claim the GST as input tax credit, since renting is not a blocked credit. Landlords with several small commercial properties often cross the threshold without realising it, because rent from all properties on the same PAN is clubbed. A yearly turnover check protects against retrospective demands.
What is the electronic liability register on the GST portal and why should I check it?
The electronic liability register, maintained in Form PMT-01, records every liability raised against your GSTIN: self-assessed tax from returns in Part I, and demands from assessments, adjudication orders and DRC-07 summaries in Part II. Payments and pre-deposits are set off against these entries. You can view it under Services, then Ledgers. Checking Part II periodically matters because demand entries you never noticed can trigger recovery, interest accumulation and refund adjustments. During any refund claim, the officer will offset outstanding register balances, so a clean register speeds up your money. We review all three ledgers in every Madipakkam health check.
How is the place of supply decided when I sell goods?
Section 10 of the IGST Act gives the tests. Where the sale involves movement of goods, the place of supply is the location where the movement terminates for delivery to the recipient, whoever arranges the transport. Where there is no movement, it is the location of the goods at the time of delivery, which covers over-the-counter sales and sales of installed machinery in place. Where goods are assembled or installed at site, the place of supply is the site of installation. Getting this right decides whether you charge CGST plus SGST or IGST, and a Madipakkam seller delivering to a Bengaluru buyer charges IGST because delivery terminates in Karnataka.
Our security agency does not charge GST on its bills. Is that correct?
Quite possibly, yes. Since 1 January 2019, security services meaning supply of security personnel, when provided by any person other than a body corporate to a registered person, fall under reverse charge, so the agency correctly bills without tax and you pay 18 percent through GSTR-3B in cash, claiming ITC. If your security agency is a private limited company, however, RCM does not apply and it must charge GST on its invoice under forward charge. Composition taxpayers as recipients are excluded from this entry. Confirm the agency's constitution from its PAN, because paying under the wrong mechanism creates trouble for both sides.
Something is malfunctioning on the GST portal. How do I raise a formal grievance ticket?
Use the GST Self-Service Grievance Redressal Portal at selfservice.gstsystem.in. Select Report Issue, type a keyword describing the problem, and the system suggests the matching category along with FAQs; if those do not resolve it, proceed to raise the ticket by entering your GSTIN or ARN, contact details and a description, and attach screenshots of the error. A ticket reference number is issued instantly by email and SMS. Raising a ticket also creates a record that the failure was on the system side, which helps later if a deadline was missed because of a portal outage. Our Madipakkam office logs tickets for clients as part of retainer support.
Are there any hidden charges for GSTR-1 & GSTR-3B monthly filing?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
How much does GSTR-1 & GSTR-3B monthly filing cost in Madipakkam?
Our fee for GSTR-1 & GSTR-3B monthly filing in Madipakkam starts at Rs.749/month and is quoted in full before we begin — there are no hidden charges added later. The fee covers professional work end to end: document review, preparation, filing and follow-up until completion. Government fees or portal charges, where applicable, are separate and always shown to you upfront. For an exact quote based on your turnover and business type, call +91 - 9600 606 444 and a consultant will confirm it on the call.
What documents are required for GSTR-1 & GSTR-3B monthly filing in Madipakkam?
For GSTR-1 & GSTR-3B monthly filing you will generally need: Sales invoices or sales register for the month, Purchase invoices or purchase register, Credit notes and debit notes issued during the month, GST portal login credentials, Bank statement for the period, if reconciliation is needed. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
