The Council decided that the rate changes needed to correct the inverted duty structure in the footwear and textiles sectors, discussed and deferred at an earlier meeting, would be implemented with effect from 1 January 2022. The correction involved moving fabrics, garments and footwear below the earlier value thresholds from 5 per cent up to 12 per cent so that output tax would exceed input tax and refund claims would cease. The Council also set up Groups of Ministers on rate rationalisation and on using technology to improve compliance.

Practical effect: Tamil Nadu's textile and footwear clusters faced a five to twelve per cent increase from January 2022, a decision the Council reversed for textiles on 31 December 2021, the eve of implementation.

Notification

ITC and credit note deadline moved to 30 November of the next year

Notification No. 18/2022-Central Tax · 2022-09-28

This notification brought most of the Finance Act, 2022 amendments into force from 1 October 2022. Section 16(4) was amended so that input tax credit for a financial year can be claimed up to 30 November of the following year instead of the due date of the September return. The same deadline now applies to issuing credit notes under Section 34 and to rectifying errors in GSTR-1 and GSTR-3B. Section 41 was also substituted to remove provisional credit and sequential filing of returns was mandated.

Following the 55th GST Council meeting, CBIC clarified disputed classifications: ready-to-eat salted popcorn is taxable at 5 per cent (12 per cent if pre-packaged and labelled) while caramelised popcorn falls at 18 per cent as sugar confectionery; autoclaved aerated concrete blocks with over 50 per cent fly ash content attract 12 per cent; and dried pepper supplied by an agriculturist remains exempt. Past periods were regularised on an as-is-where-is basis to prevent retrospective demands.

No, and this is where pharmacies slip. Only items answering the description of drugs and medicaments take 5% or nil. Nutraceuticals and protein supplements generally attract 18%, beauty and makeup preparations 18%, while daily-use items such as soaps, shampoos and toothpaste came down to 5% in September 2025. Each product must be mapped to its own HSN code and rate in your billing software, and your GSTR-1 HSN summary must reflect that mix. How is interest calculated if I pay GST late?

Under GST, a works contract relating to immovable property is treated wholly as a supply of services, and the standard rate is 18 percent on the contract value, with the contractor eligible for input tax credit on cement, steel and other inputs. This applies to construction, fabrication, erection, repair and renovation contracts for factories, offices and commercial buildings. Is a pure labour contract for building a house exempt from GST?
