The Council reduced GST on all electric vehicles from 12 per cent to 5 per cent and on chargers or charging stations for electric vehicles from 18 per cent to 5 per cent. CBIC clarified the mechanics of the new section 9(5) liability for restaurant services supplied through electronic commerce operators. It confirmed that the operator is not required to collect tax at source on such supplies, that the operator must pay the tax in cash without using input tax credit, that the restaurant need not register merely because it supplies through an operator if it is otherwise below the threshold, and that the operator must issue the invoice for those supplies. It also clarified the treatment of the operator's own delivery charges.

A five-judge Bench overruled the earlier view and held that a composite contract for manufacture, supply and installation of a lift is a works contract, because the lift comes into existence as a functional unit only on installation at site.
