The Council recommended an increase in the compensation cess rates on cigarettes so as to align the total GST incidence with the pre-GST level, and the revised cess rates were notified with effect from 18 July 2017.

Practical effect: It showed early on that the Council would move within days to correct a rate that produced an unintended windfall, in either direction.

Daily Rs 5,000 exemption for purchases from unregistered persons

Notification No. 08/2017-Central Tax (Rate) dated 28.06.2017 · 2017-06-28

Section 9(4) of the CGST Act as originally enacted made a registered person liable to pay tax under reverse charge on all inward supplies received from unregistered persons. This notification granted a de minimis exemption where the aggregate value of such supplies received from all unregistered suppliers did not exceed Rs 5,000 in a day. The exemption proved unworkable in practice and section 9(4) was soon suspended altogether.

Generally no. Section 17(5) blocks input tax credit on works contract services and on goods or services used for construction of immovable property on your own account, even when the building is used for business. The exception is plant and machinery, so credit on GST paid for installing machinery, equipment or apparatus fixed to earth remains available. The block does not apply within the construction chain itself: a sub-contractor's works contract service supplied to the main contractor is creditable for the main contractor, since it is used for an onward works contract supply. This delinking rescues many price-escalation and rate-difference credits that would otherwise appear time-barred, and it is worth checking before writing off any debit note credit as lost.
How do I claim credit of the IGST paid on imported goods?
IGST paid at customs on imported goods is fully creditable, with the bill of entry serving as the prescribed duty-paying document instead of a tax invoice. The data flows from ICEGATE into your GSTR-2B, and the claim is made in Table 4(A)(1) of GSTR-3B. If a bill of entry does not appear, use the search BoE facility on the GST portal to fetch the record before assuming it is missing. Remember that basic customs duty and the social welfare surcharge are never creditable; only the IGST and compensation cess components are.
