With the revised model law still to be brought back to the Council, the fitment of rates incomplete and taxpayers needing time to configure their accounting systems, the Council unanimously agreed to extend the GST rollout date to 1 July 2017. Maharashtra, Assam and Bihar had pressed for 1 April 2017, Assam adding that changing the tax regime in the middle of a financial year was undesirable, but the Chairperson observed that the legal and rate work would spill into March 2017 and that an April deadline had become a major challenge. Tamil Nadu and Karnataka supported 1 July 2017 as the more practical date.
Practical effect: GST law in India runs from 1 July 2017, so the first return periods, the first annual return and all transitional credit deadlines are measured from that date.
Notification No. 12/2025-Central Tax (Rate), dated 17 September 2025 · 2025-09-17
The old and used motor vehicle notification of January 2018 referred to Schedule IV of the 2017 rate notification to identify the vehicles it covered. Since that notification was superseded, this amendment substitutes a reference to Schedule II or Schedule III of the new goods rate notification with effect from 22 September 2025. The margin-based valuation and the bar on having availed input tax credit continue exactly as before; only the cross-reference changes.
What it means for you: Second-hand vehicle dealers need not change their computation method, but should quote the corrected notification reference in invoices and replies to officers.

Assessment orders were passed without hearing the taxpayer, the department arguing that no hearing had been requested. The Madras High Court set aside the orders and remanded the matters, holding that under Section 75(4) of the TNGST Act a personal hearing has to be given whenever the authority proposes to pass an adverse order, irrespective of whether the taxpayer specifically asked for one. A reasonable opportunity of hearing was directed to be given within three months.
Why this matters: An assessment order passed without offering you a personal hearing is vulnerable, whether or not you ticked the box asking for one in your reply.
