The Council recommended nil GST on food preparation of millet flour in powder form containing at least 70 per cent millets by weight when sold loose, and 5 per cent when pre-packaged and labelled. GST on molasses was slashed from 28 per cent to 5 per cent to benefit sugarcane farmers and reduce cattle feed costs. The Council also clarified that job work services of converting barley into malt attract the concessional 5 per cent rate applicable to job work in relation to food products, and not 18 per cent.

From 18 July 2022 a goods transport agency may choose to pay tax itself instead of leaving it to the recipient under reverse charge. The option is exercised by filing a declaration in Annexure V with the jurisdictional officer before the financial year begins. Having opted in, the transporter charges tax on its own invoices, either at 5 per cent without input tax credit or at 12 per cent with full credit, and the recipient must not pay reverse charge on those bills.
Practical effect: Chennai manufacturers and traders must collect the Annexure V position of each transporter, because paying reverse charge on a forward-charge bill leads to a double payment that is hard to recover.

CBIC prescribed a uniform procedure for non-filers. A system-generated reminder goes out three days before the due date, followed by a notice in FORM GSTR-3A after the due date giving fifteen days to file. If the return is still not filed, the officer may assess the liability to the best of his judgment under section 62 and issue an order in FORM GST ASMT-13. That order is deemed withdrawn if the taxpayer files the valid return within thirty days of service.
Why this matters: An ASMT-13 best-judgment order is not the end; filing the missing return within the statutory window from service makes it fall away automatically.
