An IT Grievance Redressal Mechanism was created to address cases where taxpayers could not complete a filing because of a technical problem on the GST portal. GSTN was to identify the affected taxpayers from system logs, and an IT Grievance Redressal Committee could allow the filing to be completed afresh. The mechanism was used extensively to permit taxpayers who failed to submit TRAN-1 to file it again within an extended window.
Practical effect: If a filing genuinely failed because the portal did not work, this is the route to relief rather than accepting the consequences of a missed deadline.

The Supreme Court held that where an appeal is barred by limitation and the appellate authority has no power to condone the delay, a High Court should not exercise writ jurisdiction merely to grant the same relief. Doing so would defeat the legislative scheme of limitation. Writ jurisdiction is not to be used as a substitute for a statutory remedy that the taxpayer allowed to lapse.
What to do about it: Chennai taxpayers should not assume the High Court will rescue a GST appeal filed beyond the condonable period, so deadlines must be diarised.
