As a Covid relief measure, the rule 36(4) credit restriction was not applied separately for each of the tax periods February to August 2020. CBIC clarified that the taxpayer must instead apply the restriction cumulatively for those seven months while filing the GSTR-3B for September 2020, comparing the aggregate credit taken with the aggregate credit reflected in GSTR-2A for that whole span, and reversing any excess in that return.

A printing house printed leaflets and similar material using content supplied by the customer but paper, ink and other physical inputs of its own. It asked for the correct classification and rate. The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.

What is a B2C large invoice and what is the current threshold?
A B2C large invoice is an inter-state supply to an unregistered person exceeding the notified value threshold, which was reduced from Rs.2.5 lakh to Rs.1 lakh. Such invoices must be reported individually in Table 5 of GSTR-1 with the place of supply, instead of being merged into the consolidated B2C summary. The rule helps states track high-value consumer sales flowing across borders. GSTR-2B is a static statement generated on the 14th of each month, capturing supplier filings between cut-off dates, and it never changes afterwards.
