For the March and April 2021 tax periods the interest rate on delayed payment through GSTR-3B was moderated, and Notification No. 18/2021-Central Tax later extended the same relief to May 2021. Taxpayers above Rs 5 crore turnover paid nine per cent for the first fifteen days beyond the due date and eighteen per cent thereafter. Taxpayers up to Rs 5 crore paid nil interest for the first fifteen days, nine per cent for the next fifteen days and eighteen per cent afterwards. Composition taxpayers were given a comparable concession on their quarterly challan.
What to do about it: Interest on the second wave months must be worked out on this graded table rather than at a flat eighteen per cent from the due date.

Following the 45th GST Council meeting, CBIC settled several long-running classification quarrels. Exemption for fresh fruit and nuts covers only produce that has not been dried; once dried, they move to the taxable schedule. Tamarind seeds, copra as distinct from edible coconut, pure mehendi paste without additives, scented and flavoured sweet supari, brewers' spent grain and distillers' grains were each assigned a rate, and the position on renewable energy project valuation was restated.
Practical effect: Provision stores and dry-fruit traders in Chennai should re-check whether their stock is fresh or dried, because that single fact decides between nil and a taxable rate.

Finalising the formats behind the principles approved in May, the Council approved optional quarterly return filing with monthly payment of tax for small taxpayers with turnover below Rs 5 crore, noting that 93 per cent of taxpayers fall below that figure. Two simplified formats were designed: Sahaj for small traders making only B2C supplies and Sugam for those making both B2B and B2C supplies. Both required less information than the regular return.
How we apply it: Sahaj and Sugam were never implemented as designed, but the Rs 5 crore turnover line and the quarterly-return-with-monthly-payment model survive in today's QRMP scheme.
