GSTN Advisory — Invoice Management System, live from 14 October 2024 · 2024-10-14
GSTN launched the Invoice Management System (IMS) on the portal from 14 October 2024. Buyers can now view each invoice uploaded by suppliers in GSTR-1, IFF or GSTR-1A and mark it as accepted, rejected or pending. These actions determine what flows into GSTR-2B, with the first IMS-based GSTR-2B generated on 14 November 2024 for the October 2024 period. Records left without action are treated as deemed accepted.
Practical effect: Set up a monthly IMS review before your GSTR-2B is generated so wrong or fraudulent supplier invoices do not silently enter your ITC.
Circular No. 69/43/2018-GST dated 26 October 2018 · 2018-10-26
This circular set out how officers must handle an application for cancellation of registration in FORM GST REG-16. The officer should verify the application and, if satisfied, pass the cancellation order in FORM GST REG-19 within thirty days. Pending returns are to be filed and any liability discharged, and the taxpayer must file the final return in FORM GSTR-10 within three months of the cancellation order. Cancellation cannot be refused merely because dues are outstanding.
What to do about it: A Chennai business closing down should file REG-16, clear pending returns and remember GSTR-10, since an unfiled final return keeps the liability alive.
Notification No. 66/2017-Central Tax dated 15.11.2017 · 2017-11-15
This notification exempted all registered persons other than those paying tax under the composition levy from paying GST at the time of receipt of an advance towards a supply of goods. Instead, tax is payable at the time of issue of the invoice, or when the invoice ought to have been issued, under section 12(2)(a). The earlier partial relief limited to suppliers with turnover up to Rs 1.5 crore was superseded and extended to everyone.
Why this matters: A Chennai manufacturer or trader taking booking advances on goods orders pays GST only on invoicing, though advances for services continue to attract tax on receipt.
