The Centre placed before the Council two borrowing options for meeting the compensation shortfall for 2020-21: a special window facilitated by the Reserve Bank of India for the portion of the shortfall attributed to GST implementation itself, or market borrowing of the entire estimated shortfall by the states, in both cases serviced from future compensation cess collections. States were given a short period to convey their choice.

Notification No. 21/2018-Central Tax (Rate), dated 26 July 2018 (G.S.R. 695(E)) · 2018-07-26
This notification created a dedicated table of handicraft items with concessional rates, covering handcrafted candles, carved and inlaid wood products, wooden frames, art ware of cork and sholapith, basketwork and mats of vegetable material including korai mats, handmade paper, papier mache articles, coir products, handmade carpets, bamboo and cane ware. GSTN Advisory dated 8 May 2025 — changes in the refund filing process on the portal · 2025-05-08
GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.
Practical effect: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.
