GSTN Advisory, November 2024 — 30-day IRP reporting limit for AATO Rs 10 crore and above · 2024-11
GSTN advised that from 1 April 2025, taxpayers with annual aggregate turnover of Rs 10 crore and above cannot report e-invoices on the Invoice Registration Portals beyond 30 days from the document date. The restriction, earlier applicable only to very large taxpayers of Rs 100 crore and above, covers invoices, credit notes and debit notes. The IRP validation simply rejects documents older than 30 days, so late reporting becomes impossible.
Why this matters: Automate same-day or same-week IRN generation, because an invoice missed beyond 30 days cannot be e-invoiced at all and endangers the buyer's ITC.

Responding to trade concerns about return readiness, the Council decided that for the first two months of GST, tax would be payable on a simple summary return, Form GSTR-3B, filed by the 20th of the following month. Invoice-wise details in GSTR-1 for July 2017 were to be filed between 1 and 5 September and for August between 16 and 20 September, with GSTR-2 auto-populated thereafter. This is the origin of the summary return that has governed monthly GST compliance ever since.
What to do about it: GSTR-3B was designed as a two-month stopgap and is still the return every Chennai business files monthly, which is why its legal status has been litigated repeatedly.
Union of India v. Bharti Airtel Ltd — Supreme Court, 2021 · 2021-10-28
Bharti Airtel sought to rectify its GSTR-3B for July-September 2017 to claim refund of about Rs 923 crore excess cash paid, blaming the non-operational GSTR-2A at the time. The Supreme Court set aside the Delhi High Court order permitting rectification, holding that returns can only be corrected in the period in which errors are noticed, as the law then stood, and that taxpayers must self-assess from their own books, not the portal.
Practical effect: File GSTR-3B accurately the first time — correct discovered errors in the current period per the prescribed mechanism rather than expecting retrospective revision of old returns.
